I'll take a crack at the list:
Smithsonian National Air and Space Museum: 2 hours, or 3 if you see one of the Imax movies
Smithsonian Natural History Museum: 2 hours
Smithsonian American Art Museum: 2 hours
Smithsonian National Zoo: 3 hours, much of which will be spent hiking around the extensive grounds
White House Tours: Not available these days unless you reserve a spot well in advance through your Congressman. I believe that the actual tour is well under an hour
Public Tours of the Capitol: 1 hour
U. S. Supreme Court: 1 hour
Arlington National Cemetery: 1 hour, depending on how far through the cemetery you travel
Jefferson Memorial: 15 minutes to actually see the memorial
Lincoln Memorial: 15 minutes to actually see the memorial
Washington Monument: 1 hour, most of which will be spent on line
Mount Vernon Estate: 2 hours, but add an hour to travel there
Marian Koshland Science Museum: haven't been yet, but I suspect an hour
Bureau of Engraving and Printing: 1 hour
Be aware that these attractions are scattered over a large territory, so you need to build in time to get from one to the next. Also, most have security screenings to get through, which range in time based on the crowds.
The best way to cover most of the above is to purchase tickets for the Tourmobile, which will move you from one to the next, with same-day on and off privileges.
By the way, I didn't notice the National Archives on your list. Was that intentional? Hard to imagine traveling to DC without seeing the original copy of the Declaration of Independence and the US Constitution.
