Can I mail a letter with a prepaid envelope, paid by another company?
The fully intact envelope once contained a credit card offer. It has a window, nothing else written on it, and the stamp area is prepaid & unmarked by the post office. Can I reuse it?
There is no existing bar code on the envelope.

No you cannot. It's fraud to do that. Usually there is a bar code to identify the sender.
The only way you can use it is to block out the barcode and put a stamp on it.
Legally you cannot even re-use an uncancelled stamp, let alone a pre-paid envelope that wasn't bought by you. EDIT:
You are still guilty of fraud if you use it. You haven't paid postage and when it's delivered to wherever, they will have to pay it. Sorry that's not the answer you wanted.
